Hon. Anifa Kawooya Bangirana

Minister of State for Health General Duties, Ministry of Health, Uganda

Hon. Anifa Bangirana Kawooya is the Minister of State for Health General Duties – Uganda. She holds a Master’s degree in International Relations and Diplomacy (Majoring in Conflict Management), Bachelor’s Degree in Development Studies (BDES), Diploma id Business Administration (DBA), Diploma in Project Planning and Management (DPPM).

Hon. Anifa Bangirana Kawooya has served in various political offices from 1998 when she was elected a District Speaker of Sembabule District (Uganda), elected a Woman Member of Parliament for Ssembabule District in 2001, Treasurer of the NRM Parliamentary Caucus, NRM Chairperson Women League for Ssembabule District, Member of the Pan African Parliament from 2016, Pan African Parliament Region and International Representative on Gender and Human Rights Issues, Vice President Pan African Parliament Women Caucus Bureau, President- Women Caucus Pan African Parliament (Eastern Region), and currently serving as a Member of Parliament representing Mawogola West Constituency in the 11th Parliament of Uganda.

As a Hon. Member of Parliament, she has served on various Parliamentary Committees like Appointments Committee, Presidential and Foreign Affairs Committee, Natural Resources among others and has been Chairperson of the Equal Opportunities Committee.

She has a working experience spanning from the early 90’s prior to joining elective politics. She served in various organizations like Uganda Airlines Corporation, Zambia Airlines, Luxury Tours & Travel, Uganda Revenue Authority among others where she raised through the ranks from officer to managerial levels.

As Hon. Minister of State for Health (General Duties) is mandated to oversee the development of hospital policies and new legislations for hospitals in Uganda, Oversee implementation of the Hospital policies and relevant guidelines in all hospitals in Uganda, Supervise both private and public hospitals to ensure adherence to guidelines and standards, Oversee the implementation of regional health policies/Frameworks in respect to the East African Community; East Central and Southern Health Community; Regional Committee of African Ministers of Health under WHO-Afro; Cross border health initiatives under IGAD and African Union, Participate or represent the Minister of Health in Health Sector Meetings, Performance Reviews and functions on special occasions as delegated by the Minister of Health.
